keepcard_decline_keep_offer
Decline the keep offer or close a return session that has no offer. Call this when the customer replies with decline language such as no, return it, continue return, or similar, or when submit_return_reason routed directly to return. Returns the store return portal URL for standard return. This action is final and cannot be undone. When the result contains next_action=show_return_url_now or resolution_complete=true, do not ask another question — show customer_message immediately.
